Yes, ideally you should send the.DWG file and the.PAT files; i.e., everything that's in the new sub-folder that VW's exporter created. Victa Ultima 207 Cc Manual here. You could zip them all into one file. If you don't send the.PAT files, they'll still see the hatches as you drew them, they just won't have them in their list of available custom hatches. The Autocad user might ask for the.CTB file that contains your Plot Style Table (a map of on-screen colors to print-out lineweights), but if you export without selecting the 'Map Colors to Lineweights' option there won't be any Plot Style to worry about. And of course you should send the font files for any fonts you used that your correspondent might not have, or Autocad will substitute another font that won't fit properly in the spaces you allotted (just as VectorWorks would do). All those extra files are icing on the cake, though.
